It all started when City Hall was getting bored with always being in California and decided to visit Asia for a couple of weeks. On the flight back while going east they realized they were low on fuel and by a miracle saw a tiny island and headed towards it.

When City Hall, Kiki (a friend he made in Asia who knew a lot about good places to vacation and wanted to set up a place called Tiki Tours in California), Bob who was good with construction of land plots and other things, a few people (like Akbar) who had great stuff to sell to stores, Dr. Leila who was very smart and could answer people's questions about scientific things and was great with illusions, Whybird, Dr. Leila's rat, and a person who was associated with ads and wanted to make an agency called the Y-ad Agency stepped out of the plane for their first look at the island, they immediately started thinking about survival. They gathered food while Dr. Leila sat in the remains of the plane, thinking about how they were gonna survive.

After gathering coconuts and other things with Kiki's help everyone was a little happier to have someone experienced with being on islands and getting food. After eating a few coconuts and fruit, City Hall talked to Dr. Leila to see if she had thought of anything.

Eventually they decided to see what the merchants traded. A man named Pepe sold bricks, another man named Akbar sold body parts for disguises, and a woman (who didn't tell anyone her name) sold a lot of furniture.

Bob (good with construction, land plots, etc) looked at all this stuff and suddenly realized that if they used some of Pepe's bricks (which he had a lot of) they could build a building for everyone. Bob got working and soon made many places and filled them with furniture and Akbar gave some glasses to him.

Bob also made Spin Speak (for thinking about things and talking about ideas), Tiki's place, City Hall's house (with a land office for Bob used for finding out where they should place buildings), and stores for the merchants. Dr. Leila used her hard thinking and found out a way to let other people to the island.

After this was all done they made sure the Whyvillians (Whyville became the name of the town) think that it was just someone's idea and managed to conceal who.

Epilogue: The Whyvillians and City Hall enjoyed their lives and Akbar made face parts for them and let them make their own, but they had to pay for it, which helped Akbar buy more of the stuff he made. City Hall had the Y-ad Agency make planes with ads for people's stuff and still tried to make more stuff for the Whyvillians so they could keep enjoying their happy lives. City Hall worked and made sure Whyville was an enjoyable place.
